Minnesota Tribal Cannabis Model Draws Interest From Other States

Minnesota’s approach to tribal cannabis sales is drawing interest from other states.

Minnesota is currently the only state where tribal nations operate dispensaries away from tribal lands through agreements with the state. Seven tribally owned off-reservation stores have reportedly opened since the first compact was signed in 2025.

Minnesota’s Office of Cannabis Management says nine of the state’s eleven federally recognized tribal nations have completed agreements. Depending on the compact, a tribe may operate up to eight off-reservation retail locations.

State officials say Virginia has drawn from Minnesota’s regulations, while Wisconsin could consider a similar framework if lawmakers legalize cannabis. Tribal leaders say the industry is creating jobs and could eventually help support scholarships and community programs.
