Suspect Arrested in Ramsey, Coon Rapids Investigations

Anoka County authorities have arrested a 20-year-old Ramsey man following an attempted abduction and an alleged sexual assault involving two teenage girls.

The Sheriff’s Office says Oliver Joseph Butcher was arrested October 2 after investigators linked him to two incidents September 28. One teenager reported an attempted abduction in Ramsey that afternoon. Another reported being chased and sexually assaulted in Coon Rapids that night.

Investigators obtained search warrants for license-plate-reader data. Authorities say Flock cameras helped identify the suspect’s vehicle.

Formal charges were pending when the Sheriff’s Office announced the arrest. Investigators said there was no continuing threat to the public.
